Continued review of the IBIS Quality Specification:

5.4.5.	{LEVEL 3}  Output and IO buffers have reasonable V-T tables
- We got stuck on this last time
- Simulators not trusted to simulate V-T correctly at high speed
- Bob: Agree that somtimes [Ramp] is sufficient
- Mike: Arpad's experiments with V-T fixtures hints that there could be problems
- We have to address 2 questions:
  - Is this level 3?
  - Is it clear on when V-T tables are not needed?
- If no reasonable V-T tables, does this pass level 2
- Mike: You can't separate voltage and time
- Anders: Signals look smoother with V-T tables
- Bob: No perfect solution to overclocking with IBIS
- Mike: We should drop this to level 2
- Eckhard: This is not specific about which waveforms are needed.
- Moshiul: We do not differentiate for open-drain, etc.
- Words like Most and Should are too soft.
  - Mike: Not worried about people passing models because of this.
- OK for open-source and open-drain to have 1 of each waveform.
  - Mike: Prefer to have 2 R values, but not worth mentioning.

Level 5 [Ramp] checks
- We changed all of these to level 2

5.5.1.	{LEVEL 2}  Output and IO buffers have a [Ramp] section
- Deleted because ibischk detects this
